In August 2018, update 4023814 was installed by Windows Update as the Allow Telemetry group policy for Windows Update for Business devices wasn’t honored by the Windows Update service. If you cannot remove the folders by using these commands, start Task Manager (taskmgr.exe) and end the Windows10UpgraderApp.exe process.
